CITY ORDINANCE: Ecological Social Waste Management Act of 2000 or Republic Act 9003
 

Each city or municipality shall form a City or Municipal Waste Management Board that shall prepare, submit and implement a plan for the safe and sanitary management of solid wast generated in areas under its geographic and political coverage. 

The usage of plastics or plastic bags are prohibited in certain places, most especially the commercial establishments. In case of excess plastic bags, the said establishments must phaseout their supplies. As replacement, these companies are obligated to start using paper bags instead of plastic bags. Furthermore, there would be a fair fine given to those  who are caught still using plastics and plasic bags.
